Medical (spot on cheek)

Last year at this time Rufina had a lump on her cheek. I took her to the vet and he had me give her shots of antibiotics. The spot seemed to go away but now it’s back and larger looking. Does anyone have any idea what this could be?

Sorry, I've never seen that. Could it be loose skin?
