Missing scales?

I’ve noticed my horsfield tortoise has a few places where there’s no scales, is this normal? It doesn’t look like it’s sore or bothers him. Here’s a few photos I’ve taken whilst he has his daily soak. He’s around 8-10 months.

Just new growth nothing to worry about other than the grumpy attitude ?
