Ok So i have my tort outside in a kiddie pool for some outside time. Should i mist him (he is a russian) occasionally or just let him go? He has shade and i also put a couple of romaine leaves in with him.

Other question- Whent he winter roles around here in PA the air can get very dry, so do i need to moist my tort every so often or just give him some luke warm soakings weekly?

Your tort should have access to a water bowl at all times, that he can get in and out of on his own and not so deep to go over his chin. Misting is great, but it should not be the only water he is given.

A kiddie pool can be a very dry, restrictive habitat outside. While I would suggest a well-planted pen using the natural soil or a movable box with either an open bottom or a bottom of very open mesh, you can probably make this work if you can find a way to keep at least some part of the pool a bit moist and humid- perhaps something like a milk jug hung over a planted area with a slow pinhole drip.
