My indoor enclosure

Hi i live in California and am going to build a new indoor enclosure for my Russian tortoise. I wish I could, but there's no way to keep him outside. I have some ideas, I have looked lots on the web, but I'm still wondering what to put I his cage.

I have space for a 62"x18"x15" cage. Is that large enough?

Yeah that's what I've been thinking, what plants grow well indoors, and how many food dishes do I need?
