My Russian tortoise has white like milk spots

I wouldn't see a vet yet.
I'm not an expert but I don't think it's anything to worry about. I believe shell colours can change but wait and see what the members with more medical experience say about the spots.

Yes shell color will change, that's not a problem.
The white specks I'm not sure. My guess would be rubbing when walking.
I don't think they are anything that would need a vet. A lot of vets do more damage than not when it comes too tortoises. Best not to take them unless actually needed. Most things can be fixed without a vet if the temps, diet and enclosure size is all done right.

That's a beautiful Russian tortoise. We don't see many of them in such good shape. You're doing a great job with it. Keep up the good work. And I don't see anything on his legs for you to worry about.
