I am thinking of a 60/40 mixture what the internet says..but i am afraid that will it cause any infection or something?..i tried to make the substrate too but it appears very 'not appreciable' to me..what to do?

Use cypress mulch, or bed a beast also called coir. It won't cause infection. You tortoise needs it so he can burrow in it and use it for healthy growth.
