Yikes! Poor baby. As many other people have said also, I think it's best for him to be taken to a vet. Looks pretty bad Hope he feels better soon.
Betadine must be used with great care. While it is occasionally used for certain situations other than on intact skin, it is not recommended for application to open tissues such as evident in the photo--it can actually do more harm than good and would likely be extremely painful. This animal needs immediate expert medical attention. Until then, other than keeping the animal clean, dry, hydrated and fed, it is best left alone. Wound infections, particularly those in which there has been introduction of soil and/or are associated with bites, should not be ignored.If you keep him in an outdoor enclosure I have heard of rats finding turtles or tortoises outside and nibbling on their legs so I would recommend putting Betadine on the wound because it is safe for tortoises and it repairs the tissue, this has happened to me before and my vet recommended this treatment to me
