Need Help Red Foot Tortoise shell chipped/flaking

I bought a red foot turtle with a chip/flaking shell near his rear left foot. Should I return him? Should I medicate? or just monitor....See photo

It looks like scarring from old shell rot. Is it soft? Can you scratch out some of the white tissue with your fingernail? If it's hard it's probably just left over from a case of shell rot.
