New Russian tortoise owner ❤️ needing some insight on my little man’s shell

Hello everyone! We recently got a Russian tortoise and ever since we got him his shell has been a little rough and chippy looking (if that makes sense.) he’s recently acquired some white spots on his shell and I made a vet appointment but was just looking to see if there was something I’m doing wrong or that I could do better! Can you post some photos, please? White spots can be as simple as hard water stains or more serious like chipping off keratin and exposed bone from old injury.

Also, some details on how you keep him would be helpful (diet, outdoors/indoors enclosure, lamps/heating and such).
