They are the same thing except the brick you have to add water. I would go with the cheeper one!

They're both essentially the same thing, but the brick is a better deal because you get more bedding for your buck when you submerge it in water.

No, coconut coir (which is what this stuff is) is a GREAT substrate for tortoises. Its fairly cheap, clean, and feels good to tortoise feet and they can easily dig in it and burrow through it. You can even mix it with other substrates, like cypress mulch.
