Organic soil

Hi i am currently making a new outdoor enclosure but whenever I try to get organic soil i cant find anything that is just plain organic soil it is always either organic soil with fertilizer or plain top soil. Would either of these work? Thank you!

And what they also don't tell you is that to soul is compost and a lot of compost is made with chemical fertilizers . They will get you some how if they can !
