Outdoor substrate?

I already called all of the Home Depot’s, Aces, tractor supplies, and other garden stores that are anywhere within a mile from me and not a single one has cypress mulch. Is there another alternative? Or will I just have to invest in getting a bunch of forest floor bags?
It’s for red foot tortoises :)

Call them all back and ask if they bulk or bagged fine fir bark. East Coast is Cypress and west Coast is fir bark. I would have fir bark if I could cause it is the hands down best. Anything wrong with the ground already or do you just want a neater enclosure? Good luck

If it's an outdoor enclosure you really don't need to buy substrate. Just the ground is fine.

I agree.
I've used colored mulch for years. But what I've found is that it breaks down into soil....
Which is what I use now.
I'd still pour some mulch over sandy areas, though.
