If they are from different breeders and/or parents, then yes you should, but it's still upto you, if you want to take the chance. Also, how big is the older one? This too, should figure in whether the two should be put together now or after the quarantine.

I like to use a minimum of 3 months quarantine, but if I can hack it, I use 6 months. But without any more info than what you given us, I can't say whether you can ever put them together or not.

I would definitely wait! Even if you don't think something's wrong, torts are slow to show symptoms. Have they been for a check up yet? Always helps
Are you planning on putting the baby in with your adults? (when they come?)
