I have not used it on turtles/tortoises, but I used to use it for my shih Tzu's eyes. When I was using it for him his eyes had irritation so the vet told me to try GenTeal gel drops which usually don't cause irritation. Now his eyes are nice and clear. I'm not sure whether the issue would be the same with chelonians though.

I've never heard of it before. Here's what it says on the web site:
Puralube Petrolatum Ophthalmic Ointment contains white petrolatum and light mineral oil for use as a protectant against further irritation or to relieve dryness of the eye.

That doesn't sound harmful. But you never know unless you try it. I'd ask your vet about it before using it.

It sounds like the ointment used during dog and cat surgery to keep open, unblinking eyes moist. I've never heard of it being used for other purposes, but it is likely not to hurt anything.
