Question about skin on sulcata neck

I have two sulcatas the same age, 11 months old. They are both doing great, but one has scrapes on his/her neck. This particular tortoise's gular goes up where the other one sticks out straight. I am wondering if the neck fold is infected, or just swollen? It is big, and as I mentioned has scrapes. This is the best pic I could get of the neck fold issue. If you need more, I will try again, but didn't want to stress him/her out. Is this normal? If not, what can I put on it? The scrapes line up with his gular when his head is out.

If you have them house together, you should separate them. It could be the gular or that if the other tort trying to fight with this one. Torts don't do good in pairs and one will bully the other.
Put some over the counter antibiotic cream on it like neosporin
