A rule of thumb is warm and wet is alright cold and wet is not. I leave Bob's doggie door open on cold rainy days and he will come out to see how wet and cold actually it is. So if Bob at 70 pounds can't handle the cold your little one is unable also.

I've kept Moose (1 yo) indoors today - outdoors its' wet, windy, but not real cold (around 60 degrees) - too cold for him IMO. Tank and Bump are in their heated insulated sheds outdoors and haven't come out today that I know of - I've noticed in the past they like the rain, but aren't big fans of the wind.
