What species is she?
What exactly are the temps? Basking, all over, night?
Pictures of enclosure and tortoise might help.
Either way kick up the temp to 80-85, 5 degrees warmer than it is now but at least 80-85 and leave it there day and night and see if she improves.

Many are listed as Mediterranean. So what exactly do you have?
All Mediterranean needs basking of 95-100F
All over day temps should be 75-80F
Night for some can be in the 60'sF.
Because this one may be under the weather, keep it at 80F day and night but still give the basking area during the day.
Be sure it has uvb and humidity of at least 30-50% if it's an adult, 80% if it's not an adult.
More help and answers needed and pics would also help.
