Russian Tort shell rot?

Now and he’s always had this white spot in his shell but now it looks like something is growing on the side to the left of the white patch? Could this be shell rot? It’s not squishy, it’s hard to the touch just worried that it looks different all of a sudden. Thanks :)

It looks like an abrasion maybe from cement or something white.
Russians are rough and tough and very active. They get scratched up and its very rare for one to get shell fungus.
Even more rare is for any tortoise to get a fungal issue on the top of the shell.
I can just about be sure that that is not fungus. Or anything else to be worried about.

I second that! Double check your enclosure for rub spots. My Russian patrols the perimeter almost once a day! Good luck
