Russian Tortoise Breeding Size????

I have currently have two Russians. The male is about 4 3/8 inches and the female is about 4 1/4 inches. I was wondering if they are able to breed yet or not because I am housing them together in an outdoor tortoise table. Also, I have had the female for a year (wild caught) and she hasn't grown at all. Is this normal for a WC russian?

The female might be a bit small yet, but the male is almost there.
