Hello, I am seeking to adopt a small tortoise: Russian, Hermann's, desert and have had tortoise companions for most of my life, though am finding it difficult to find a tortoise to adopt due to either scams, excessive pricing, etc. I am on the East Coast and can pay for proper shipping if it is a match.

Check Craigslist. There are usually always at least a Russian needing a home.

Desert tortoise's are large. I too would check Craigslist of fauna classifieds.

Yes, has a Russian and a desert when living out west. I'm open to either.
Good luck, if you search wide enough or wait a bit, you'll find Russians readily available online. Unfortunately they are throwaway pets from Petco.

My family has an 8yo female Hermanns Tortoise whom we are hoping to rehome to a good new home. We live near Washington, DC. I have not yet posted about Hedwig anywhere; I felt kind of paralyzed because I don't want her to go to anyone shady who just wants to breed her; or to someone totally new who underestimates the daily, weekly, and lifetime commitment a tortoise requires.

Hi, it's understandable that you'd want to be sure Hedwig has a good home. I want to provide a comfortable and happy home for a tortoise (no breeding). I previously had two tortoises that I loved dearly and they would sometimes accompany me to my classroom so that students could read with them. I fully understand the commitment.
