Shell growth normal?

Was watching Tortue eat this morning and noticed this line around her shell.. I'm not sure if it's normal?

See that light brown almost white line that encircles the lower part?

I've had her only since June and she's my first tortoise so I got worried! Guess I should just be happy to see she's growing! Thanks are the little white spots okay on her shell? I know it's not she'll rot since its not soft but should I be giving her something for it? I saw some vitashell thing at the pet store. Didn't buy it cause I wasn't sure if it was needed.

That is new growth. A good sign that everything is going well.

I wouldn't apply any goop to the shell, but copious quantities of sunlight is always good.
