Please help me figure out what I'm doing wrong..

My little Red Foots shell is starting to turn white.

I keep his heat at 95 during the day and 83 at night.

His humidity is at a constant 63%. And, he spends 95% of his time in his water dish.

I give him calcium every evening mixed in with his tortoise food.

Can you take some pics of your Tort? And the Enclosure? How old is your Redfoot?

I think he's close to 2 years old... I rescued him last July and was told at that time that he was about a year old.

Could be Marbling, or possibly shell rot. Can you post a pic? 95 is a little bit too hot. Aim for mid 80's night and day. I keep mine at 86f. Does the white look like this IMG_20190114_105537853.jpg If so that's just Marbling. Nothing to worry about.

Looks like he's being kept too dry. That's the new growth between the scutes, and it's very dry and brittle. It should be sort of soft and supple.

Should the humidity be higher than 63%?

It's hard to tell. I don't think it's Marbling. Could be some kind of fungus maybe. Try getting a tube of athletes foot cream and apply it to the area for a couple days. If it's a fungus that will clear it up.

Yes 80% or more in a closed chamber with damp substrate (all of it not just the surface) and 85F day and night. You do need UVB on for twelve hours, but no basking lamp.

If you post photos of the enclosure and lighting we can check it over for you.
