Shy ?

Hi,
Today I got my juvenile indian star tortoise and he seems very shy that when I get close to him he tucks himself in his shell and it would take too long for him to go out

That is pretty normal for the species. All the ones that I have seen are that way.

They take time to relax and get to know you especially when there's been a big change in their environment -moving to your home. Make sure it stays well hydrated with regular soaks. And that the temps are good for it.

The only way to get him walk or eat is to leave him alone in the balacony and never get close to the window

Instincts it's what keeps them alive in the wild. Some of mine are a lot more shy than the others. However if they think I'm not watching they are the most active ones.
