Size difference between M/F and issues with breeding

I have a couple larger adult leopard tortoises (around 13/14 inches) and am looking at a male, who is over 10 years old, but only 9 inches (stunted growth likely related to poor care earlier in his life). What are the chances this male would make a good breeder for the females given the size difference, or would it matter?

I've read about males being too small, and that causing problems, but my male Russian is half the size of my females and seems to get the job done.

Appreciate any thoughts/advice.

Male leopards are generally smaller to begin with.
With proper care the Male might gain size. One I rescued that was way undersized shot right up with proper care.
