Small beginner tortoise?

I run a hot line, properly flagged, 6" or so above my russian out door pen. This keeps most anything other than birds out. We've got skunks, possums, raccoons you name it we've got it. Lions and tigers and bears oh my.

To clarify, the hot line is on the perimeter of the pen.

I agree with the "lions and tigers and bears oh my!" Comment!! Hahahaha I don't know where you live but in Louisiana we have the same problem!!
