Spur thighed tortoise size

I have a one year-old tortoise, and she's very small (5 cm aprox). Is that a healthy tortoise size? I've been told they grow gradually, but I'm still worried about her.

Well, first of all, are we SURE you have a spur thigh and NOT a horsefields? The horsefields don't get as big as the spur thigh.

Then, secondly, you can use the Jackson's ratio to make sure your little guy is within the parameters. (You'll have to Google it)
