Substrate Coating/ Strange Behavior

My russian tort keeps going from water to substrate until hes covered his arms and legs in substrate then he either basks or lays in his water bowl? is this a heat/humidity issue? GAHHHH im a tortoise dad and im worried :(

Sounds normal....human changes out water dish a gazillion times a day while tort appears to patiently lay in wait and then bum rushes through the water to allow better substrate adhesion and then a quick tromp back through the water...yup over and over and over again---

That behavior sounds totally normal! Tortoises make messes, lots of messes. That's what they do best!
