Not really, they can't dig into it. You want loose coconut coir or the bricks that you soak to loosen.

To thrive and be able to do what they like to do, no.
Will it kill them, no. Unless there is something in them that is making them be able to be a mat. Read ingredients and make sure its 100% coconut coir

I wouldn't advise on using mats as they don't retain moisture very well. Tortoises also cannot dig into it, like mentioned above. Which means that they cannot easily regulate the micro climates they are subjugating themselves to.

Ultimately, it probably won't kill them. I've seen tortoises living in worse conditions and still surviving. However, surviving does not equate to thriving.
