Does my tortoises tail wagging means its happy???? He does it when he walks around or when he eats and i think its really adorable.

haha Thats very interesting. I cant offer any sort of advice on this but i do think it would be funny and cute at the same time.
I posted a thread about this when I first got my russian tortoise. I was told this:
"Seems like my Russians often do it when they are about to go pee or poo. In the male's case, it may also come before he extrudes his penis. However, sometimes they do it for no apparent reason while they just walk around (again, usually the male); maybe it just feels good?"
