I would not use the heat rock, they are dangerous and have burnt many reptiles.

A heat rock is useless for tortoises as they cannot climb on it to bask I would replace any bulbs as the effectiveness, particularly of the UVB, is limited after about 6 months. Depending on the species of tortoise, the lighting requirements are likely to be very different from those of an iguana.
