I’m looking to for a tortoise that could use a loving home where it will be spoiled for the rest of its life.

What kind of tortoise? What kind of room do you have?
About the only kind that will go up for "adoption" for free or little amount are Russians that stay small but still need a minimum of a 4x8 foot enclosure or sulcata that are large bulldozers and will need a large outside enclosure and shed or indoor night time area that can be heated for those times it might get too cold.
Most any other species will usually require a lot more money to purchase.
CL usually have some needing a better home.
