Timothy Hay? (as substrate)

Substrate for a Russian Tort... Is Timothy Hay okay? Reptibark? Which is better?

What type of enclosure?

Indoors, hay is usually not a good choice so I think Reptibark (fir bark) is better. Outdoors, hay is used in sheds/heated houses fairly often.

Timothy Hay?

I use timothy hay for my russian's hide, but not as the substrate. I use it for her to burrow in, nothing else. Repti bark isn't the best either.
