Tort not drinking from dish

Hello all. My Russian tort only drinks water when I soak him. I have a dish if water in his cage but he doesn't drink out of it. Please help. Thanks

Is it buried level with the top of the substrate so it's easily accessible? Also, be sure it's not too deep. Maybe post a picture of it and the enclosure.

We have seen this also from time to time. We have actually had few that would only drink from puddles on the ground.
