Tortoise behaviour

My tortoise keeps walking to the food tray and then inside the tray he walks over the food lol and then walks out of the tray under the basking lamp. He did that 3-4 times just now. What does it mean ??? He didn't eat though.

its what mine do... try moving the tray out of the way?

They just like to walk...and if landscaping is in the way, they walk over it, lol.
They often don't eat right away, but eventually as they feel more comfortable and are soaked daily for a few days, they start to get interested (especially if their plumbing is working...)
