Tortoise dehydrated????

Hi I need some advice regarding my Russian tortoise. He doesn’t eat as often as I think he should and skin looks kinda dry. Could he be dehydrated? I soak him everyday but his skin still looks dry. Also I hardly ever see urine or poop in his tank.

He seems fine to me.
Post a pic of the enclosure. Adult russians need a 4x8 foot minimum. Also needs 30-50% humidity.
What are the temps day, night, basking?

Do you soak him in shallow warm water?
