tortoise not opening eyes

We need to know what kind of tortoise it is.
Most of the time when we see baby tortoises with stuck shut eyes and not eating it's because he's not being kept properly. Can you please tell us about your tortoise's enclosure: what kind of light, how big the enclosure, what is the temperature, etc. A picture of the enclosure will help us.
In the meantime, place the baby in a bit of warm water and leave him in there for about a half hour. The water shouldn't be too deep. He needs to be able to easily keep his head above the water.
