My russian tortoise jus pooped out this can anyone tell me if this is ok ? Cant seem to find any info on this anywhere.

What size/age tortoise? It might be a non-formed egg or then it might just be a dab of urates. Hard to tell. At any rate, I wouldn't be worrying about it if all seems well with the tortoise.
