Well most people can cut their torts toe nails if they're too long - but I'd rather go to the tort vet so he/she can teach you how to do it for the first time (Thats my opinion)
My tort gets enough exercise on tiles on our balcony in the sun, so hers never need trimming. But with most of the types of torts nails, you can see the quick on the inside of their nail. Just make sure you don't cut the quick (almost looks like a darker nail inside the nail....if that makes sense), as it hurts them when you cut that part. If you are not too sure, no harm in taking it for a quick vet visit to learn
If you can show us a pic we can give an opinion. Having hard surfaces for them to run around on helps a lot.
If they actually need to be trimmed, I'd agree and see if you can watch the vet do it for you and hopefully learn. The quick is different than a dog or cat for example.
