Upper respiratory?

So I know absolutely nothing about water turtles. My friends mom however has 2 tiny little turtles one is painted and I'm not sure what the other is maybe it's painted too. Anyway one of them has had swollen eyes and sometimes bubbles. When we googled the symptoms it came up as lack if vitamin a or upper respiratory. What do you guys think? We have some baytril left over from a leopard gecko. If we could figure out the dosage could we give him that to treat upper respiratory. Should we separate them?

Separate them and put the sick on into a smaller hospital tank with warm water (80F). I buy the Tetracycline Powder OTC for swine at a feed store. In a separate container, add a quarter teaspoon of powder to a quart of warm water and leave the turtle in there for at least a half hour. You can do this daily for a week. Don't let the turtle get cold. He should snap out of it in a week.
