I think it should be mentioned ... If you have hard water it can actually be a benefit to your Tortoise. Calcium supplementation is ALWAYS talked about in the tort world, well hard water has high levels of Calcium. This means all the water your tort drinks has higher levels of Calcium in it, all the foods soaked in the hard water has higher levels of Calcium. You are giving your tort Calcium supplements just by using the water. We as well have what our Government classifies as 'Very Hard Water' and it is 100% Safe for Humans and Animals.
Ok but with this way should I stop calcium dust in food? Too much calcium isn't good i think!

You really need a water test to get accurate numbers of the exact values (amounts) in the water. If you can see Calcium on sinks, faucets and other things that get wet that is what is called 'Precipitation' ... it is when the liquefied calcium hits air. If this is the case you most likely have High Calcium numbers so I would discontinue any Calcium Supplements. BUT I am no expert and to be 100% you would need a water test. We do not use supplements due to our high calcium numbers.

I want to say that "Bottled Water" adds Calcium and Magnesium to their water for taste. The water is filtered with Reverse Osmosis then they add 'Minerals for Taste' ... why did I say this. Well why buy water that has it added when you can just get it for free out of your faucet and it's 100% safe.

We do not know what is in your water or if it is safe or not. Hard water here in the US is usually associated with high levels of calcium, but there are other mineral that can precipitate out of the water and form the white stuff you are seeing too.

Get your water tested. That is the only way to know what is in it, and if it is safe or not.

Here in the U.S.A. we have tons of companies that will do a test for as little as $100 and it goes up for the number of things you want to test for. I would do the Bottled water for now until it is tested, you really cannot go wrong with bottled water and your not using that much (for the cost).
