Raise it a couple of inches then. The height needed varies according to the ambient temperature around it.

I can't really mantel it higher.

As suggested a thermostat or rheostat works well with a CHE, but if you ned this for basking, there you don't want it to go off. You either need to raise the bulb or use a lower wattage CHE in that case.
