What is the difference between a Sulcata, Sudanese tortoises
and African Spur. Are they one in the same? Different sub species
or just come from different areas of Africa?

Sulcatas and African Spurs are the same species just different names. Sudanese tortoises are just a certain locale of sulcata from Sudan. They get bigger than the normal sulcatas from Mali and other countries that sulcatas come from, they are also rarer (at least in the pet trade).
