So just took Boulder for his first "walk" which consists of a total of like 10 feet. Anyway when we came in he began to have a whistling sound, not while breathing almost like a cough. As well as randomly throughout the day (like a couple hours apart), he does not have any swelling, discharge or any other symptoms and has plenty of energy....
Extra info: warm side of the enclosure is between 90 and 95 F, with 50-55 humidity. the cool side stays around 80 with 40% humidity....

Did you pick him up and look into his nostrils to see if perhaps he got something stuck or tickling his nostril? What is the weather / humidity like where you are when you took him out for the walk about?

I tried looking for obstructions but his nostrils are so tiny lol. Also he was having this problem every couple hours before the walk Amelia told me but it was like 97 and 40% humidity outside and when the wind started to pick up we brought him back inside.

What type of substrate are you using?

It is a 50/50 mixture of organic potting soil (verified it is all organic) and EcoEarth witch is basically dried coconut husk... got this idea from Sulcata-station.org
