why female russian tortoise is more expensive than male russian tortoise

ok i searched about russian tortoise and saw a female cost in some website are like $100 but the male russian tortoise was like inly $60, how come?

holy cow i got a female from a friend for $30 bucks

I work at a petsmart and they are only allowed to get male genders of most of their small animals because they arent legally allowed to breed them in the store. So maybe most pet stores dont have them so they are more rare to find?
