Will this hurt my hatchling?

So I had to abandon my new tortoise tank, that I built, for a while. I moved with my husband, and the tank was too big and heavy to move with us. I left it with everything off, but otherwise as it was.

Now we have it back, but I found this weird stuff on the soil. Looks like a red mold/dirt substance.

I haven't put Koopa in yet, I wanted to get everything going first and now I'm scared.

If it were me, I would dump it, clean really well, even disinfect and add new substrate.

Yes,dump it and bleach it . Dry it out and let it set in the sun for a day or so .
