So for a few days now crush has had a bit of flappy loose dry shredding skin on his neck,,, am i right in thinking it is lack of calcium powder? or is it something else?

No. Just normal reptile shedding it sounds like.

Shedding is completely normal, although it can be accelerated by it being too dry. For a growing hatchling/yearling/juvenile, at almost all times I'd expect to see a little peeling skin, worsening at times in the growth cycle.

Skin sloughing off can be an indication of too much Vitamin A, but that would be more so if a vet gave the tort an injection (not recommended in any situation).

With the to much Vit A... the skin underneath would also look red and angry...

No doesnt look red and angry lmao!
Probly just too dry as not bathed him in a while i try to avoid it as it stresses him, he has acess to water though. thanks xx

It's good that your tortoise has acess to water. But moisture in the substrate and ambient humidity are also important in helping keep him well hydrated. Providing those two key elements will also likely due away with the shedding of large amounts of skin at once.
