Does anyone know if this dark coloration on either side of the tail is normal? My other Leopard doesn't look like this.

It looks like it runs up the middle above his shell too. Sorry, I don't know.
It almost looks like a bruised shell
That's kind of what I was thinking, but it doesn't seem to be changing. It's been that way for a couple weeks now. The tort is active and eating.
