are you in some BFE country where they dont have a super market and you can just buy spring mix salad in a bag.......those options you are presenting are really not the best choice.
look up the Zoo Med Powersun UV for the UVB bulb, it's probabaly the best out there it gives of UVB and heat and visible light:

yeah he needs something to get a grip on w/ his claws. i hate the look of Astro-turf but anything that he can dig his claws into, they have reptile "carpet" that also might work for you.
if you cant use Coco coir. try peat moss(loam) sometimes sold as soilless mix. just try to find the stuff w/o perlite in it. those are the little white balls
the lights you are using now wont hurt the tortoise, but they wont help him either. you are going to have to get some UVB tube lights. Reptisun, Reptiglo, Zilla all make some. those lights are mainly just for plants and corals. they only put out UVA not UVB which your tort needs. those UVB...

i would change over to at least a spring mix, or dandelions. green beans are not that good for them and the Egyptian lettuce looks more like iceberg to really have much nutritional value. i would ditch both the green beans and the lettuce and use some of the items listed on this link...
you also gotta be careful if you are running high wattage heat/UV bulbs. cuz if you have them on and you mist near them or some water even a little drop gets on the bulb it could cause it to explode or crack. ive seen them pop befor. luckily that was a lesson i learned from someone elses mistake
I would love to eventually have a pair that were maxed out in size. i think the largest male I've seen was barely over 6" but i have seen females 8"+, still takes forever to get to that size but must be extremely rewarding raising them from hatchlings.
some of the information on that...
yeah whatever pellets they sold you, usually contain to much protein and you have to moisten them prior, they say.
now my WC Russians DO recognize it as food, and they will eat it dry. this was when i first got them and didnt know any better. but they had been kept at Petco for so long and that...
