No, not in any sense. Down to 10 is fine as long as it's sunny.
Probably about 12 to be safe.
Its not harmful at that temp if its overcast, but probably not much benefit either.
He should be okay, but limit the time outdoors if it's cooler becuase he'll have trouble digesting food.
