We've debated this many times in the past. There is a giant strain of yellow foot tortoises, and some of the burmese blacks get pretty big, but I think the Somalian leopard tortoises take the prize.

The Somalians from North Africa are larger than the South Africans.
Okay, okay, but who has any of those to get ahold of? They most likely will only come across the two, so I stuck with them.
Plus I couldn't remember the name of them. I only seen a picture once of a few and not in this country.

It use to be a toss up between the burmese black Mt. tortoise and the leopard. Now that we know two subspecies and seen some big old northern leopards pretty sure they hold the spot, on average ase well I believe they get bigger than a Mt. Tortoise.
